The memorandum is shown below;

A TIME FOR ACTION

BEING A MEMOMARANDUM FROM THE ILARA YOUTH ASSOCIATION (I.Y.A) TO EGBE OMO ILARA MOKIN AT A MEETING HELD AT LE-IFE ON SATURDAY 24TH MARCH 1979.

The chairman, Chiefs and all Mokins present, we greet you

We have passed through years of intolerable inactivity, we have most of the amenities we have in Ilara today mainly due to luck and we would have taken greater strides if we have made concerted efforts to achieve more. However it appears fortune may at last begin to smile on us considering what happened in the last few weeks with regards to the last meeting in Ife.

We I.Y.A would like to make the following points well known to the Mokins;

We fully endorse the Egbe Omo Ilara Mokin embracing all the Mokins at home and abroad.

We strongly advocate that we should give all it takes to keep the Egbe alive and ensure that it is never given a chance to drift and eventually become ineffective as some of its predecessors. In the light this, we strongly recommended

Only sincerely dedicated and willing officers with good degree of enlightenment and responsibility must be elected to fill all key posts of the Egbe.

That in order to make organization, consultation and communication easy, this crop people should be located close together especially the chairman, secretary and the treasurer.

In order words, we wish to emphasis that all sentiments as regards age status etc. all these should be thrown to wind and a set of purely highly inspired self-motivated, capable and willing people must be elected. That is our only chance of survival

As stated above, so far it appears luck has favorably been biased towards us in the past. It can never continue to be so; we must now take our destiny into our HANDS.

We therefore put forward before this meeting a proposal which we have been nursing and which we were plunge headlong into before we learnt of the formation of the Egbe Omo Ilara Mokin. We lack a lot of amenities in Ilara presently, these includes a commercial bank, hospital, post office, an Oba’s palace, and a town hall etc.

As a result, the Ilara Youth Association proposes that a one million naira development fund be launched as early as practicable in all towns and centers where Mokins exist throughout the federation. We suggest that the launching should take place in each important center when convenient for such a town. The grand launching will finally take place at Ilara Mokin to crown it all, since we can now hardly depend much on external donations. The Mokins must be prepared for hard work of paying levies and persuading others to pay whatever is due to them.

We wish to make it clear that it is after collecting enough funds that we can decide on what project to embark upon first. We strongly believe suggest that

  1. Our methods of canvassing for funds must be uniform throughout all the centers and towns
  2. We therefore suggest that only the following two projects should be mentioned in posters, radio announcements or any other advertising medium
  • The hospital
  • The town hall

We believe strongly that because of the neutral and general beneficial nature of the above projects, we are bound to have a very good response from all the Mokins everywhere and from non-Mokins as well.

Members of I.Y.A do not lay any expertise on; neither do they claim any monopoly in deductive reasoning. We therefore put the above proposals forward for consideration and acceptance if thought fit. We pledge our full support to the Egbe Ilara Mokin and to the officers to be elected to run the Egbe effectively.

I.O ADEDIPE (president I.Y.A) on behalf of all members of I.Y,A

As a corollary to the memorandum, Mr Femi Fasalojo , a member of IYA gave a list of proposals for the developments projects and how the Ilara Mokin community can be harnessed to launch a one million naira development fund based on estimated individuals annual income. Collection period should be two years.

Election Officers then took the center stage. The four main committee had suggested

  1. Elective offices
  2. Appointive offices
  3. Standing Ad-hoc Committees
